H&ME department assigns key tasks to health education administrators


Srinagar, January 21: In a meeting chaired here by the Additional Chief Secretary of the Department of Health and Medical Education, via an online mode, Trustees, Personal Officers and Administrative Officers of Government Medical Colleges and Departments subordinates of the Department of Health and Medical Education have been assigned various key tasks and other responsibilities.

Apart from the Special Secretary (M) of Government, Department of Health and Medical Education and Trustees of Government Medical College Srinagar and Jammu, the meeting was virtually attended by all Heads of Government Medical Colleges in Jammu, Srinagar , Kathua, Rajouri, Doda, Anantnag and Baramulla.

Relevantly, according to information published by the Department of Health and Medical Education, it is ordered that the duties, responsibilities and functions of trustees, personal officers and administrative officers of government medical schools and departments subordinates of the Department of Health and Medical Education be the supervision of non-Gazetted employees; Personal affairs of all employees, including their promotions, seniority lists, APRS, departmental investigations, vigilance cases and in situ promotions.

Further, the government order reads: “Trustees, personal officers and administrative officers of government medical colleges and subordinate departments of the department of health and medical education are responsible for referral in a timely manner of vacancies and updating seniority lists on January 1 of each calendar year, and they will also take cognizance of public grievances and their redress.”

In addition, Trustees, Personal Agents and Administrative Agents must also maintain service records of staff engaged under an academic arrangement or on an outsourcing basis. Furthermore, in addition to budget and planning matters, the above-mentioned H&ME officials will also be responsible for staff and student accommodation and maintenance.

More importantly, the order states that the aforementioned officials will be responsible for “monitoring funds provided by the J&K NHM under various programs and providing certificates of use thereof; for the monthly monitoring of hospital development funds and their use. »
In short, Overall Vigilance for the relevant department(s) of the medical school, including sanitation, cleanliness, safety and all student affairs of the medical school and schools AMT regarding admission, NMC procedures, hostels, guards etcetera will be taken care of by the above officials.
The routing of files and the transmission of information to the administrative services are also the duty and the function of the administrators in accordance with the government decree. Relevantly, the ordinance reduces the role of directors of government medical schools to policy decisions and matters only.
